If you receive an error code like the one above when trying to perform a Move All Replicas on an Exchange 2003 Public Folder hierarchy then you may have decommissioned your old environment out of sequence.
The most common scenario for this error is when an organization is trying to migrate its environment from Exchange 2003 to either Exchange 2007, or, Exchange 2010. That organization is then in the process of decommissioning the old 2003 servers.
The root cause of this error is typically that the Mailbox Database has been removed before the Public Folder Database. For Exchange 2003 to move all its replicas the environment still needs the System Attendant to have a mailbox. If you have removed the Mailbox Database then this mailbox no longer exists and that is where the “Your profile is not configured” error message is coming from.
The fix is quite simple. Just create a brand new Mailbox Database on the Exchange 2003 server in Exchange System Manager. Once it is created, give it a few minutes, and the System Attendant should automatically generate a brand new mailbox (the System Mailbox will also reappear – this is normal). Once you have these mailboxes back in place, then reattempt your Move All Replicas command. Once this completes then you should be able to remove the Public Folder database, and then you can remove the Mailbox Database again.
In case that doesn’t work, also make sure the Exchange System Attendant service is running and/or the Public Folder Database is mounted on the old server.
